William Hsia is one of those guys that is superbly qualified. He is a professor at Harvard and has passed the actuarial exams. He has set up the health system of Taiwan and worked at setting up lots of countries health systems. He has tracked the progress of experiments to improve heatlh care. He is one of those guys that everyone calls when they get serious about fixing it
